Mandates under § 10 and § 9 StAG (German Nationality Act) are largely routine in craft — but not always lucrative fee-wise. At the same time, there is no structured channel for the genuinely demanding cases.

Commission-free: the client books the package directly with civitas. and pays us directly — you hand off routine, unprofitable cases, with no money flow in either direction (§ 49b Abs. 3 BRAO).

Receive complex mandates.

Cases involving § 8 Ermessenseinbürgerung (discretionary naturalization), Vorstrafen (criminal record), Ablehnungsbescheiden (rejection notices), Widersprüchen (objections), or Klagen (lawsuits) are referred to partner law firms — pre-filtered, documented, ready for handover.

No referral commission: the client engages your firm directly and you bill your fee under the RVG directly with them — civitas. receives nothing for it and pays nothing for it (§ 49b Abs. 3 BRAO). No upfront payment, no minimum volume.

Even for standard mandates that you deliberately keep, use civitas. as a wizard: the client fills it out digitally, you review it as a lawyer. The administrative part is eliminated.

02 · Model

Workflow tool for your own cases.

Internal · for firms with an existing standard mandate business

You retain the Mandat (mandate), but use the civitas. wizard for Antragserfassung (application capture). The Mandant (client) fills out the wizard in their language; you handle the anwaltlich (lawyer) side and take charge of the strategic points.

Time savings come from eliminating administrative tasks: translations, form filling, document checks, client communication on basic questions. The lawyer's added value concentrates on the genuinely legal steps.

civitas. is not a Rechtsdienstleister (legal service provider) within the meaning of the Rechtsdienstleistungsgesetz. We provide technical procedural support — no interpretation of individual cases, no legal advice, no representation before authorities or courts.

Thus civitas. is structurally not in competition with your law firm but complements the legal offering: cases that require legal expertise we leave to you — cases that only need structured intake we handle. This boundary is built into our product architecture and made transparent in the eligibility check.

Isn't civitas. in competition with our firm?

No. civitas. is not a Rechtsdienstleister (legal services provider) and does not offer attorney advice. We take on only cases where the requirements are clearly met and no individual legal assessment is needed. As soon as a case requires legal interpretation, we refer it to our attorney partners. The separation between standardized and legal-advisory work is anchored in our product logic.

How does the case handoff work — does money change hands?

No. The case handoff is commission-free in both directions (§ 49b Abs. 3 BRAO). For incoming handoffs, the client engages your firm directly and pays your fee under the RVG directly to you — civitas. receives nothing for it. For outgoing handoffs, the client books their package directly with civitas. and pays us directly — you receive no commission for it. There is no referral fee, no escrow account, and no money flow between the firm and civitas.

Can we point to civitas. — and how is that regulated?

Yes. You can point to civitas. on your Kanzlei (firm) website — for example for standard applicants under § 10 StAG whom you cannot serve profitably. No money flow is tied to this notice: no commission, no success fee, no affiliate contract (§ 49b Abs. 3 BRAO). There is only an optional click and traffic statistic; we document the data-protection classification and provide the GDPR notice for your website.

Who bears liability for civitas. applications?

For civitas. applications without legal representation, civitas. is liable within the scope of the technical service (provision of the wizard, correctness of form output) — not for legal correctness in the individual case, as this is not reviewed. For mandates you take on as a law firm, your professional liability applies as usual; civitas. functions here exclusively as a tool similar to a word processor.

How does civitas. integrate with our RA-MICRO or DATEV environment?

The interfaces to RA-MICRO and DATEV are in preparation (Q3 2026). Planned approach: RA-MICRO via the file interface, DATEV via the online-receipts interface — with a one-time approval by your firm admin. Integration support will be included in the cooperation package. For proprietary practice-management systems, we develop adapters as part of the pilot.
